In short - the recent North American English releases and SEA English releases have held identical codes, such as MLPME02 & MLPME03. If they're identical, then why wait the extra weeks/months for the North American releases?
In short: The cards are identical, but the hit rates are not. SEA hit rates are close to Chinese hit rates, which are extremely difficult and near-impossible. To complete a SEA or Chinese release set, you will be buying box after box with no hits in them. The North American releases have higher hit rates, hence the price increase in the box.
In SEA and Chinese "Fun Moments" boxes, there is not a CR in every box, and it is very hard to complete sets - this is why their boxes are $11. Our North American boxes are guaranteed 1 CR per box, hence our $23 boxes. With the North American sets, it is much easier to buy, sell, trade, and complete collections without buying a million boxes.
